Introduction

Countries worldwide face health system problems that vary from one to the next. The health service delivery challenges attract more attention in states with a high Human Development Index (HDI), while human resources problems attract those with a low HDI. Healthcare systems worldwide have suffered from staffing issues that cut across financial, institutional, technical, human resources, and political development. In 2007, the World Health Organization proposed a framework that describes healthcare systems using six core aspects (Oleribe et al., 2019). These include leadership or governance, medicines and technology, servicedelivery, healthcare information systems, healthcare workforce, and financing. However, most countries do not meet this essential requirement for healthcare systems. Hence, these have resulted in staffing challenges that affect the proper delivery of health services.Nurses are vital healthcare aspects and consist of the most significant section of the health profession. The World Health Statistics indicate that approximately 29 million nurses and midwives globally (Slattery et al., 2016). Despite having such huge statistics, the healthcare system faces staffing challenges that need more additional nurses for care delivery. The success of the healthcare system reflects the effective management of different developments. The nursing shortage problem is believed to be caused by various factors. The healthcare system is facing the challenge of staffing, which implies the organizational, systematic, and policy issues within the healthcare system. This capstone will provide critical analysis of staffing challenges affecting the healthcare system, describe possible solutions for addressing the related challenges, and offer a Christian worldview of the issues presented.

STAFFING CHALLENGES AND HEALTHCARE SYSTEM

Identification of the IssueOrganizational IssueHealth care organizations are examples of large and complex contemporary institutions due to their multiple resources and advanced procedures. Healthcare systems' performance is based on human resources skills, knowledge, and personal incentives (Mosadeghard, 2014). Based on the significance of this resource, leadership plays a significant role in the healthcare organization. Consistent management helps enhance employee capabilities, achieve high performance, and improve the quality of outcomes and care (Leggat & Balding, 2013). Thus, leaders lead the quality improvement process by managing uncertainty and fostering behavioral and cultural changes.
